Has he not been a bit stupid rather than a premeditated plan to commit fraud, it may still be fraud I know?
Claiming nursery fees for a child that does not and never has attended nursery is fraud. It was deliberately and knowingly done. There is no "may" about it.
Yes it is stupid.......but some people are greedy and unscrupulous. But to knowingly commit an offence like this when you've got children to care for is terrible. Fraud is a serious crime.
