you need to put a non voda sim in to enter the code - make sure you also enter the #PW+ (using the * button) but not the spaces

Thanks drahcir! Special thanks to drahcir and browntoa for their eternal patience. I got the IMEI wrong last time they spotted it and fixed the error and generated an unlock code for the correct IMEI!
