You have entered the code correctly without sim, but “Cannot undo restriction” or “Not allowed” means your phone is now hardlocked, as you have used more than 5 codes and 3 on some models now, so the only solution now, is by taking it to a professional unlocker for direct unlocking. You are able to still use it on it’s original network

BB5 phone I’m afraid, there are no free remote codes, you will have to contact your network provider, or a professional unlocker/market stall. There are remote codes, which you can purchase from the web, on certain networks, but they all cost

You will have make sure what network it's on, otherwise we can't generate a code. Try different networks in the the phone if you can to find out.
