Budget row over 2K payout to scrap a car

Today I went for a ride in my dad's new car. The new car he bought, with more than £2k discount, to replace his older (I think 8/9 year old) Audi which was very fuel heavy. Mr B will be pleased at the make of the new one.
And people who can afford new cars minus £2k and are inclined to buy new cars will do that: buy new cars that are cheaper to run and negotiate a discount.
My car is 8/9 years old too, and while not a gaz guzzler, its showing its age in fuel consumption/oil use. I'm not inclined to a new car unless its going to be worth it financial in savings on car repairs and fuel usage in its forst year (after that I can buy it second hand
). £2 k isn't holding me back from a new car, the crs on the market, and the hope a 'better' greener car will be along soon are holding me back....and the fact I'd always prefer nearly new to new

Is it now going to be worth buying a 10 year old car for next to nothing - just to be able to claim the 2k. Or thinking about it, I suppose these cars are going to increase in value overnight. Dumb scheme
I understand you will have had to own your car for over a year to qualify. People have been wondering if the DVLA will be able to cope with all this, and possible fraud on the system.
There doesn't seem to be that much that I can easily locate about the bits and pieces of the scheme. I suppose we wait until the Budget to see if it gets announced then - or not.

Comments were on a scrap dealer who was saddened at having to crush perfectly good cars (9 years old, 20k miles!) which as discussed elsewhere on this thread if it is a small efficient car is about the least green thing you could do.
This got me thinking and I came up with the idea of a 'green swap' scheme to run in parallel with the scrappage scheme.
Under 'green swap' anyone with a car over 9 years old would be allowed to exchange it (at their own risk) for any car due to be scrapped under the trade in scheme as long as the vehicle handed in for exchange and scrapping was more polluting than the one rescued from being scrapped.
How does this stack up?
Well obviously it is green, every car green swapped will result in a more polluting car being replaced by a less polluting one
And it is fair, even those who can not afford a new car even with the scrappage allowance will benefit from being able to exchange for a better, cleaner car than they currently have so will generally help the poorest in society
And it won't increase the number of cars on the road as it is a one for one substitution with a car that is going to be scrapped anyway
And it won't cost anything, the cars were gong to be scrapped anyway
I'm not looking for any credit for the idea, may be it has already been suggested but if it does work I would like to have it communicated to the chancellor for consideration so if anyone knows anyone...I think....0 -
Some individual where the scheme is already implemented are allegedly handing over registration documents, receiving money and not scraping the car.
This is the type of thing that occurs when governments distort the marketplace.0 -
