Normal behaviour for a dog breeder?

My BIL recently bought a border collie pup from a registered breeder.
He was sternly warned when he went to pick it up they would not change the address on the microchip to BIL's, and if the dog were ever picked up by the RSPCA or the Police they would not return it to BIL. They would rehome it somewhere else.
BIL is now convinced that he cannot ever let the animal off a lead, even in the back garden where he is seriously considering keeping it tethered if ever out there.
Is this normal behaviour for breeders to be as draconian as this?

No I dont think this is normal for a breeder to act like this.
I dont know how to change the details of the chip over maybe he could talk with his vet they might know how.
To say if the dog ever got lost they would never return it to your BIL is disgusting!
Hope he gets it sorted soon so he can walk his pup off the lead without worry0 -
Does he have proof of sale?
If so then he can contact the microchip people, sending in proof of ownership and for a fee change the address anyway, at least that's what my microchip people said when I phoned them about my dog.
Also get the chip checked every year at the dog's annual check-up, I've just had to get my dog rechipped as there was no sign of the original one which was only done a year ago and so that one is in my name anyway.

High maintenance breed in need of plenty exercise and constant stimulation to keep them happy.
Perhaps breeder has seen too many go wrong. But a strange way of going about it. If I was the breeder and concerened about a potential buyer I probably wouldn't sell to them.
OP who is going to look after the dog during the day? I hope it is not going to be left alone for frequent long periods of time.0 -
Doesnt make sense. The registered address of the chip can be changed it just needs him to contact them and report the sale.0

The plot thickens a little.
The collie pup came from a 'collie rescue' centre where they also seem to breed collies as well.
I have yet to find out whether the pup was bought from breeding stock or was a rescue animal adopted in exchange for a donation.
I'll come back and let everyone know when I find out.
I can imagine if it is the latter, they may well put conditions on keeping the animal properly if it's already had owners that haven't looked after it."carpe that diem"0 -
Actually a lot of rescues insist the dog stays registered to them.
Still think the second condition is a bit harsh though.

Normally only rescues keep the Microchip number in their details as ours does.0
