No, the voters roll is not checked. Branch staff cannot manually check either the voters roll OR a credit report.
The only time it will ever be checked is if the customer has nothing in their address verification field (such as the ONEDOC exclusion).
You are right that only a passport or drivers license is required and no proof of address is needed.I just looked back at the brochure I've got a long time ago, and it said that. Exact words from the brochure are:
If you are opening your first account with Barclays and have one of the forms of ID listed, you will not need to bring in seperate proof of address:
Suitable proof of ID
UK passport
UK photocard drivers licence
UK shot gun licence
If you have one of the forms of ID detailed below, you will also need to bring in seperate proof of your address:
full UK paper driving license
foreign photocard driving licence
national identity card
Suitable proof of address
full UK paper driving licence
utility bill
UK bank or credit card statement
government benefit entitlement letter
If you have been resident in the UK for less than three months, the the following forms of address proof are also acceptable:
foreign bank statement
foreign utility bill

What I don't get is how could Barclays check if the addres is correct, AND that the person is living at that current address? Since they can't check the voters roll or a person's credit report as you said above, how could the address be checked then? This is what I don't get. For example, lets take it that the person will use his UK passport to open a bank account and not on voters roll.
What do you mean by 'if the customer has nothing in their address verification field'? Does that mean the staff checks the system, and see if the address is correct?0 -

Just prove the branches wrong. Pick up the brochure called 'Accounts', and show them p. 22. The brochure will say that if you have a UK passport, drivers licence, or shotgun licence, there is no need for proof of address.
But there is no harm bringing in proof of address though...0 -
I have just been in contact with Barclays and was told that ALL applications have a credit check done and confirmation of address IS needed.
Like the banking system in the uk,the right hand does not know what the left hand is doing.
No wonder so many British people are leaving the UK if you cant get the simple things in life like a bank account or a debit card.
I have just got an insurance quote but can not get it as i need a proper debit card to pay the first installments.0 -

We are not required to check the address is correct if certain documentation is used, such as ID issued by various European governments.

KYC details - identification and address verification - is recorded through one screen, with a separate section for each.
If a staff member doesn't complete the address verification section and then starts an application, the system will automatically perform a voters roll search to try and fill in that missing field.What would William Shatner do?0 -

I don't work in a branch anymore. All branches have the same rules, which can be easily accessed through their computers, on Branch SID.
You will find that Barclays literature references extra ID requirements - this is likely because it is simply prudent to encourage a customer to bring more rather than less.
What I am saying, however, is that it is not required. This should answer your other posts, too.What would William Shatner do?0 -

Actually, most people have no problem getting a bank account or a debit card. I'm sorry that the British system, which is relatively easy and transparent, is too complicated for you. Also, we wouldn't send it to the address listed on the ID, especially if it's overseas. We'll send it to the UK address you tell us, as you must have a UK address to open the account anyway.
Barclaysmanager - how long has it been since you worked a desk? you do not have to be a uk resident or have a uk address to open an account - and if you're not an international student or have a lump sum to deposit you can have the branch based accounts not just the international ones - we (pb's) may ask a few more questions around why you need a uk bank account but it would still be able to be opened.

His sons girlfriend moved in with them a few months ago. She is 19 and has just got her first job so needs an account to pay her wages into.
Problem is, she only has her birth certificate and a NI card.
No passport, no driving licence, no utility bills.0
