    They are. ONEDOC policy - ONE DOCument, somewhat obviously - allows a customer to be IDed if all they have is a passport or a photo driving license. This also extends to a few other countries, including France.

    I think they do check the voters roll in branch, especially when you are applying for loan or credit card. For bank accounts and savings, if you are not on there, it should be fine, as long as you have physical proof of ID and address.

    No, the voters roll is not checked. Branch staff cannot manually check either the voters roll OR a credit report.

    The only time it will ever be checked is if the customer has nothing in their address verification field (such as the ONEDOC exclusion).
    If you are not on the voters roll, you could still get a bank account, but it will be a basic one, and some of them offer debit cards.

    No no no no. Plenty of people can and do have full current accounts without being on the voters roll.

    Yes, debit cards and PINs can be sent to branch - just request this upfront.

    Also, we wouldn't send it to the address listed on the ID, especially if it's overseas. We'll send it to the UK address you tell us, as you must have a UK address to open the account anyway.

    Can this be a hostel address (I'll be staying at a hostel for 1-2 months while I find a flat)? What documentation is needed to prove the UK address? I'm confused... I thought you said proof of UK address is not needed but then you must have a UK address to open the account?

    I mean that you must be a UK resident to open the account - you must be living in the UK, thus you will have a UK address.

    You don't have to. If you've been here less than three months, our impatriate rule applies - you just need to prove your previous foreign address. So you'd need one thing for your ID (foreign passport) and one thing for your address (foreign driving license if it holds address, for example).

    Again, if you hold a UK passport or driving license, you do not need to prove your address.
