Every major mobile operator has it own network (ones like Virgin just buy time on some other network). If your mobile network (Orange) for example doesn't cover where you are standing at the time, you get "Emergencies Only". There is *someone* who is covering where you're standing, just not the one you're subscribed to. That's why you can still make emergency calls. Of course "No signal" is no signal...
If you go abroad, you use *anyones* mobile network - but pay for the privilege of course.
What your daughter needs to do, is to find out *which* french mobile network her Tesco phone is connecting to (it'll be buried in the Network configuration option in her phone), and then to get a subscription through them.
Then it should work.
Sorry, I didn't explain very well. She is in England but wants to use her laptop to 'talk' to fiance on Facebook etc. My orange phone has no signal from her flat but her Tesco one does.
