wierd stuff going on in my council house any advice?

I would ring there environmental health and get them to look at it. Some mould can be bad for you and may trigger existing medical conditions such as asthma
Have you got adequate insulation in loft as that can cause problems like water running down the ceiling. When I say insulation I mean it has to go right to the ends of the roof some fitters dont do this0 -

In my last house I had water running down the ceiling and external walls. Problem was only solved with doing the job right that warmfront didnt do properly
Only looking at the house could find the problem but it may be a water tank, insulation, leaking roof/gutter etc
One thing it needs addressing quickly as it will only get worse

I'd send your pictures to the head honcho at your council rather than just leaving it to the housing department. That way you might get a quicker result as they'll be annoyed that their housing department didn't sort it! I've tried this approach myself
with a housing association and i had a result within hours whilst i'd been struggling to get there staff to sort it for weeks. I would also mention that such lifeforms growing
in your house pose a risk to your own health..and anyone else living with you.
I don't honestly believe it's down to the boiler installers and more likely to be coincidental as the same company fitted my boiler and service it so i have experience of them myself. So perhaps a bit unfair to name them until you know whose to blame?
If you name anyone it should be the lazy council as it's their responsibility :mad:
Do you have pictures of the outside of those affected walls and the areas above/below which might indicate the cause?

Looks a nice house and appears in quite good repair
But looking at the front.. next to the left hand concrete plant trough the pavement is decidely green plus there's a larger build up of snow on that corner. Is there a drain cover on that corner or something? A closer picture on the base of the corner where the bricks are might help. However where does the water from the guttering on the front of the house go as i can't see a downpipe - i'm guessing you share a downpipe with the adjoining property. When it next rains i'd get your umbrella out and go look and see whether the gutter is physically overspilling onto that green area of pavement.
You need to know too what happens with water from the side guttering...it should flow out onto the front or back roof as there is no downpipe directly from it. I suppose if that gutter at the side is blocked it might actually cause both problems by overflowing at either end. It may be worth getting someone up on a ladder to make sure that gutter is clean.
Moving around the house to the back... am i correct to say that there a downpipe just out of view to the right near the boiler flu from the lower right hand gutter? Is there a shared downpipe next door for the higher rear gutter to empty into? Or does it flow onto that lower right hand part of the roof.
I can just about make out what looks like a pair of overflow pipes on the right hand side of the bathroom from beneath the lower gutter. Do you know where these come from? I would think they are coming from water tanks and/or toilet.
Which part of the external roof does the damp part of the bathroom ceiling correspond to?
At the moment i'm thinking that alot of this relates to water overflowing from the guttering ...it seems the most likely thing to tie in the problem at the front downstairs bedroom with the rear bathroom ceiling.
