    The safest you're gonna get AFAIK is to use a non-registration ISP like Emergency Internet and use an IP Masking utility such as http://www.shadowsurf.com/. I'm pretty sure you could still be tracked if someone really wanted to get you though.

    99% of isp`s disabled access for anyone with holding there number so you had to put 140 infront of the number for the isp, You can get free access via someone elses ISP on wireless but as stated that a legal grey area, for dial in access you need a ISP, it works on a handshake, Your modem calls ISP`s modem - ISP`s modem answers and askes for your User id and password, ISPS authentification server then checks password and user id and gives the go ahead if correct, if the info is correct you get a DNS entry and IP address on the ISP`s network, this then allows you to browse the internet.

    There are some projects where people are using wireless extenders and sharing internet access eg a row of houses with only one ISP connection and the rest of the street on wireless but this isnt main stream although good money saving it means only 1 bill split between many people. you would need 10 MB or similar connection to make it reasonable fast otherwise bandwith will be a major issue especialy if one neighbour had a habit of file sharing large files.
    If it doesnt pay rent sell it.

    Does anyone know of an ISP which offers access using an 01- or 02- number, not an 0845 ripoff?

    The 0845 numbers (which they generally use) cost a lot as you know. If you use a phone company with a free-call tariff then you should be able to dial in for free if you know the right number...

    I'm looking for an 01-something to cut my phone bills even further.

    Any clues?
