I would have thought the first thing to do would be to contact paypal and let them know a buyer is commiting fraud and the proof of that will be on their system.0

I've been speaking to a few other people he's scammed. They think that the 37 lost items he quoted me yesterday are probably claims he's done through payal - the figure will be so much higher including people who just refunded him without opening a dispute. I now have a list of 15 people he's done this to - all within the last 3 weeks. He's been reported to ebay and I suspect he's been banned as his buying activity appears to have stopped. If he raises a paypal dispute, just post him the postage receipt by 2nd class signed for. And add the tracking to the paypal dispute...0

I know!! Not sure what to do now - think I'll message him again and say I've spoken to the royal mail and they have suggested if that many items are going missing, there must be a problem and he should contact them direct.
Tell him his other buyers who've contacted you are going to take it up with Royal Mail too - that'll put the wind right up him. And they don't like it up 'em!0 -
Another update! Other sellers have set up a group - to see just how many people he's done this to. And its growing! They have also found his Amazon ID where he's selling these "lost in post" items! Am I allowed to post his ID? Its cowdean123 on ebay. He only buys Leon DVDs, monopoly sets and a few other bits and bobs. What area is cowdean123 from?
This all sounds uncomfortably familiar with a 'seller' I had issues with a few years ago. They were selling video/dvd items, & not sending, claiming they must have been lost in the post.
Had a similar name format that ended in 3 numbers.
I contacted some of their other customers at the time & their account was eventually suspended.
They started another account after that & used exactly the same name format, sales pitch, text colour, item descriptions etc!
The fools :rolleyes2
