    I would suspect, if you look carefully, that the shelf immediately above/behind the toilet will lift out to gain access to the cistern.

    Thanks Tuggy - Tried that but its been sealed down well and proper unfortuantely - may have to force it up

    How about access from the room behind the toilet wall?
    Is there an inspection cover there by any chance?

    Nope just had a look - nothing at all !!!!

    Syphons in toilets cannot leak! That is their main advantage over the Euro-style valve toilet which can, and do, leak. As tuggy12 stated, the inlet valve to the cistern may have failed, and the overflow routes to the toilert bowl.
    However, if you can't get to the cistern, this is all purely academic.

    As a last resort you could try and contact the builders to ask for advice.

    Otherwise it looks like carefully prising off that grey shelf!!

    If there is nothing to be seen on the other side of the wall, then the access must be obtained by getting under the shelf. I cannot think that it would be permitted under water regulations to install a cistern without access for maintenance purposes. You would appear to need to take a closer look at how the shelf is secured. Perhaps some Wally tiled it into place. I trust that you will not have to damage the tiles to gain access.
    I can afford anything that I want.
    Just so long as I don't want much.

    Its not uncommon for these 'lids/shelves' to be siliconed in place. Is there any silicon sealing the lid to the tiles? Along the edge? Usually it needs to be carefully cut with a stanley knife all the way round. There may even be silicon under the shelf to 'stick' it down. If you could post a photo it will probably help in getting you the best forum advice.

    If you're not confident, then best to either get someone in or maybe ask the neighbours if anyone has had a similar issue and how they resolved it?

    Right need to get this fixed - I realise this will be costing me money in terms of water charges if toilet is seeping water contantly into the bowl? (or am I wrong)?

    Also if I got a plumber out to fix this - how much do you think they would charge?
