Yes, as money making scams rather than for the purpose of managing car parks fairly and effectively. They exist where ppcs persuade landowners to allow them to operate the scam.
Now look at the results as more and more people have bad experiences. many such car parks are owned or connected to large retailers - bye bye retailers cos we are not coming to your store again!
So in effect, real businesses lose out because of the dubious activities of ppcs.

Motorists can only breach the T&C conditions - and only then if everything else mentioned, like signage, has been complied with.
In contrast, it is the ppcs that break the law, in all the ways also described but that you seem to ignore - so how can you support them?
Many cases that people bring forward have nothing to do with breaking any T&Cs. They are the result of ghost tickets or ridiculous 'try-ons' by ppcs. Every single person could park completely correctly and the same number of 'tickets' would be issued because that is generally a ppcs only source of income and reason for existence - got it?
For any supposed contract to be valid the T&Cs have to be fair. How many have a car park in their area which does not allow you to leave it? !!! How many people get ticketed when they've used the car park legitimately but either before or after have wandered over to nearby shops outside of the car park? Loads!!!!! tell me that's fair????0 -

Eh? You haven't seen any documents to be able to say whether the ppc have acted legally or not? The chance of them pursuing as far as County Court is so small as to be incalculable. You have no way of knowing what they might do in terms of fraudulent paperwork in any attempt to get the money from him?
Even if they behaved 100% correctly, which is highly unlikely, the chance of a District Judge upholding a charge of £100 for 10 minutes, or even being pleased about such a case being brought, are very unlikely IMO.

Nobody is perfect including motorist. What if you were returning to your car and a person in front of you collapses and you stop to help.You then return to your car to see you have been charged £100 for overstaying 10 minutes.
That scenario is totally different to what happened to the OP though, he had been xmas shopping, thats the difference. If he came here telling us something similar to what you said then yeah of course id say appeal or whatever.
But only £30 extra for late payment, does that sound right ? I genuinely though it would have been doubled by now

Had the OP been charged for the amount for the extra time, or even double, it he would have paid and we would not be having this conversation. Its the unlawful penalty which he is complaining about. Just imagine how much money the PPC would earn by being sensible but there's not much chance of that whilst trusting people keep paying believing they are legally bound to,I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
