Simply because they have different laws to Scotland
[is it different from, to or than???].
AFAICR in Scotland clamping per se isn't illegal, it's the demanding of money thats seen as 'extortion' [a criminal offence]. Doubtless someone more qualified than I will be along shortly to clarify......0 -
Update on my post of 01-09-2009 @ 11.08am.
On 4th Sept I revisited the same retail park to attend another rugby match. I didn't park there as I couldn't be bothered with all the related hassle, but I did take photographs of the entrance and small distance to where I parked the previous week, and guess what there are no signs warning stadium users of car parking restrictions. There is a sign with a lorry in a circle with a line through it and the words no lorry parking as you enter the area, and there is another sign that is side on to the road, about 9 feet in the air, but the print is too small to read - unless you are 9 feet tall! My recollection is that the sign is titled Important Information.
I approached the security guards to ask them about the restrictions and they told me that they had taken the temporary sign in because it kept getting blown over in the wind!! They could not point out any other signs restricting parking.
I have also spoken twice with Euro Car Parks (Verity Weir 0207 563 3023) who have promised to send me a map showing where the fixed signs are, but this has not been received. I have just this minute spoken with them again and am awaiting a call back from Ms Weir

They are invoices and unenforceable...bin them.
Signs, guards, cameras, notices, warnings, lines, etc ....no relevance; unenforceable, bin them.

Has anyone had any success appealing a PCN on the grounds that their ticket fell off the dashboard?
I got a ticket from "Department of Environmental Services, City of London" a month ago, when my ticket did fall off the windscreen.
I wrote to them with photocopies of the full ticket including stub, with time of purchase etc. And as I paid for it with my credit card I gave them the number to check against their records so I could prove that it was my ticket. And I also noted that I park in the same place every week, and again they could check their credit card records to see that.
Today I got back a response - "Having carefully considered all the circumstances relating to the issue of the PCN and your own comments, I can find no grounds or mitigating circumstances upon which to cancel the PCN"
Anyone agree with my current viewpoint that I should continue 'appealing'?

No I doubt any council is that generous. Photo/scan the pcn/nto and letter, removing personal details and vrm and start a separate thread, post the url on it and see if the experts can help you.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Some have won on this point and some have lost. It seems to depend on the circumstances and the mood of the adjudicators. Sticky ticket or not, condensation, appellant coming across as honest. Councils very rarely if ever allow it at their stage.0

Be prepared to take it the full way to the Adjudicator.
You have little to lose by exhausting the process.0 -
Remember what Martin said, 3/4 (ish) of all appeals go to the driver so the odds are in your favour. Do as I sugested and gather as much information as is in your favour and use the experts as much as you can.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
