As far as I am aware, UKPC have never successfully pursued one of their Mickey Mouse tickets through a County Court, probably because they know that a proper defence based on Contract Law, and the Unfair Terms in Consumer Contract Regulations would see them off. Essentially, if the car park is free, their losses amount to £0.00, and any "penalty charge" under the implied contract is unlawful - see the Reclaiming Bank Charges saga for a full legal explanation of this.
