If not, then you haven't returned the items in accordance with PayPals T&Cs.
So it in NOT A SCAM, it is probably your failure to follow the correct claims procedure. If you can't prove that the keyboard was returned, why the hell should they pay you any money?
They should pay because I have proof of postage, I also have an email which I requested from DHL, confirming this. I do not have a signature as he refused to have it back. I SENT TO HIM JUST AS PAY PAL TOLD ME TO DO. I have thus followed paypals claims procedure to the letter.
Go read paypals T&C's, they tell you they don't have to pay anything even if they 'imply' they will. And that is why I call it a scam.0 -

Paypal asked me to fax them my proof of reciept, they then claimed that they couldnt read it and without telling me or asking me to re-send it they closed the case. Surely they realise how bad a yellow duplicate looks when sent by fax. I do now! I had to enhance the copy before sending it again and then I contacted DHL to get further confirmation which they sent to me and I passed onto paypal.
The person who sent the keyboard said he was trying to claim from DHL but to be honest I think he was just ensuring that his funds were cleared. No-one in their right mind would post a heavy keyboard in one layer of cardboard and expect it to arrive in one piece.0 -

The fraud that happened on my account was never refunded, now they have limited my account and will not let me use it.
Just feel like killing them! I mean come on £10 ok let it go, over £10 Kill um! lmao
No seriously, the T&C's where made to protect them NOT US. They have terms in there like "you must report unauthroised use within a certain time" oh crap 1 week is too late.
They rejected all my claims except 2 ebay ones! I then called and was told "that's not right" I was like "I know i don't know someone called Tapan in India LMAO" and he was like "THERES LOADS"
So phone, email, fax and letter are just USLESS!

I think the worst thing I found about the dispute was how PayPal kept moving the goal posts... at one point, I felt unable to travel because I was worried that they would send me an email whilst I was away, I wouldn't repond in 72 hours and they'd reject my claim!
I also think that where it is proven that the seller has been an idiot, PayPal should award costs for postage. My seller said she was trying to claim from the Post Office. The helpful people on the eBay board on MSE told me that she should have refunded me straight away (I sent her a photograph of the broken goods and she initially agreed they had arrived in that state) and that claiming the money back was her problem.3plus1, I know how you feel!

By the time that happened to me, I had no faith in PayPal, so yes, I disputed the fraud but I also got my bank involved. They believed me straight away, praised me for speaking to them and said I had done the right thing, then said they would pursue PayPal for the money straight away, abandoning the chase if I spoke to them to confirm PayPal had sorted it out.
Funnily enough, a few days after I spoke to the bank, PayPal awarded in my favour. Given that it took me months to sort out the other dispute, I would suggest speaking to your bank where possible works wonders.
I was lucky because my PayPal account was linked to a credit card rather than a current account.
Have either of you popped over to the eBay board? A lot of people there sell on eBay and know PayPal inside out. They were really helpful in keeping me from breaking down when going through the dispute. They're quite good at predicting the eventual outcome of your case, too!
It's amazing how one stupid thing can upset you so much, but going through a PayPal dispute really does.

1. Only ever use Paypal if it's linked to a credit card - never link to your current account.
2. Use 'chargeback' immediately you have an issue. Your bank will say 'must contact paypal first and use thier procedure'. Refuse to di this as once it's past [IIRC] 120 days you can no longer chargeback
3. Use Section 74 of CCA as a next resort
4. Don't waste any time talking to the to554rs at Paypal...just issue court action....agian IIRC @ www.moneyclaim.gov.uk0 -

I contacted my bank and informed them about the situation. They agreed with me that Pay-Pal were dismissing their responsibility by using the credit card terms to pay out whenever something went wrong.
Just how far this goes I have to see. I have written to several credit card companies and told them that they should look at their records and see if they have been scammed by Pay-Pal in the same way. However, as I did not link using my credit card I am still out of pocket.
I have been sent many e-mails from people who have been through the same thing and most of them were distressed beyond belief considering nobody died. Things like this can push people close to the edge; many people lost a hell of a lot more than I did.
With this in mind (and the fact that I have to pay even more to possibly get back what I am owed, having already pay out to no effect) I am indeed going to give up trying. At least I get to sleep at night again!
Thanks to those who were supportive and understanding and good luck to anyone in a similar position, but I still say that paypal are corrupt.
As a footnote I've recieved an email from ebay saying that they will support buyers who end up in the position I was in, but then paypal say it in huge letters and don't give a damn.0 -
Well I am back again.
I almost can't believe it but today pay-pal have paid for the keyboard!
I kept recieving e-mails from paypal and e-bay asking me to use their services so I phoned e-bay yesterday saying that several people here suggested that I phone. The lady there was very sympathetic and stated that the procedures were more robust now and that I should contact pay-pal again. (this is over a year after the original claim)
I telephoned, spoke to a fantastic guy called Simon who spoke English and immediately stated that I had indeed followed paypals instructions and that it was plain to see.
He appologised (and even stayed back 15 mins after his shift ended to deal with my case).
So there it is - 1 year, 1 month and 3 weeks of frustration ended!
