I have sent this to paypal after they informed me that the matter is closed.

    (start)
Thank you for your letter which states quite clearly that I did follow your
    instructions to the letter.

I still have issues with the behaviour of pay pal.

    1) You could not read the tracking information but never thought to contact
me? I could not have known that without you telling me. I had to contact you.

    2) The subsequent fax I sent you could read, and this confirmed that I had
followed your instructions. Sending a courtesy email is hardly the impression
given by Pay pal under the 'buyer guarantee' of - "A decision will be made by
PayPal after reviewing the details of the claim. If found in the buyer's
favour, PayPal will reimburse the total amount of the purchase."

So after following your instructions I am nearly £200 out of pocket.

As I have followed your instructions I am requesting that you return (my) broken keyboard.

    Thank you.

    Yet another update:

I telephoned them on Friday and was told that I would get a phone call back either Saturday or Sunday, it is now Wednesday and no phone call.

I've just checked my e-mail and they have repeated the above information and sent it to me again.

No mention of the keyboard which they made me post back.

So now I have no keyboard (no proof!?!?) and £200 lost.

There is no mention whatsoever of any guaratee offered by them.

IT HAS TO BE A SCAM - What else could it be?
  • FINAL UPDATE (?)

After nearly four months pay pal have just told me that they will be refunding my original payment!

It has not appeared on my account yet so I will update again if this does not happen.

Im still £46 down on the deal but at least I should have something back.

Thankyou to everyone who chipped in. I still can't believe it has taken this long. Their explanation is that they have been sending the seller e-mails asking him to refund the money and he is not responding.
  • Just discovered its gone to appeal, not the refund I was told I would get and so it all begins again . . . . .

OP: it isn't easy, but just stay calm.

PayPal may have galloped off to Luxembourg but that doesn't mean its conduct is beyond the governance of the FSA.

Hang in there: it's your money at stake -- if it's any comfort, I can't begin to fathom what kind of !!!!-up has gone on at PayPal. But !!!!-up there most certainly has been, somewhere along the line.

    Good luck.

If they still don't reply, use this email address...

    ppelce@paypal.com

An actual human reads and replies, not some automated response.
I threatened to get the FSA involved as well as court proceedings as they actively helped commit fraud with a dodgy buyer. Say they have 7 days to return the money, you'll get Joe Pesci on the case....
