Yes but it depends on whether the instituion wants to spend money on the systems for FP or not. Some do more than others.

Yes. But A&L already set up a computer system which allows payments of £250 by FP. But it doesn't work consistently - working and not working as it fancies.
Even a lousy programmer should be competent enough to generate something that works consistently! And A&L, as that programmer's customer/employer should be able to ensure that it works. Why do we always have to equate 'not spending too much' with 'lousy quality'?0
