How far do you live away from the exchange.....ISP can't just turn up your BB its not that simple. the further away you are the slower your speed will be and there is NOTHING they can do about it.....UNLESS you have cable BB.
So don't think or get suckered into some other contract when its purely down to where you live.
Rubbish! A good ISP's speed would not drop as drastically as per the OP's first post:I have checked my exchange on Samknows and the best speed I can get is 1Mbps. also is he connected dirctly into the main phone socket of the house....not being connected into that will slow you down
It has everything to do with it......otherwise everyone would be getting top speed all of the time
Just because you change ISP doesn't change anything as its still going through the same exchange and if that exchange is OLD then again nothing can be done.

i get my full speed all day, every day, only dropping between 10pm and around midnight as the torrenter's schedulers kick in, then my speed usually drops to around 3.5mbs, with, importantly, no packet loss.
the OPs initial speed of 1mbs is almost certainly down to physics (line length, internal wiring quality) It could possibly be improved (slightly) by changing router to one that handles long lines better. the drop to .1mbs suggests either shaping or congestion, both of which are managed (or not) by the ISPUtinam logica falsa tuam philosophiam totam suffodiant.0 -

You really are a moron aren't you......if the ratio of users is high for his exchange it will cause that.
And as I said....if he isn't plugged into the main phone socket of the house it will also reduce the strength
Also if he is using a wireless connection
Changing ISP will NOT make a difference (or very little) as by only getting 1meg anyway tells me he is some distance from the exchange....

AOL have been shaping and throttling ever since they were taken over by talktalk.
thats why i changed to O2. (4mb package).
