Tax payers, yes, for local authority services.
LAs have a stake in services you referred to .
Homecare contracts are LA funded and take a massive slice of the budget. Childcare services are regulated and monitored by LAs. Drug, alcohol, mental health, learning disability et al, are partnership services between LAs and NHS. Many housing schemes for vulnerable people are staffed and supported by LAs.0 -

Look LA are responsible for local issues, crime, housing, waste etc not health care, child care etc.
They may have project workers who may work in conjunction with these bodies, or will point you in the right direction but they are not funding or responsible for the provisions.0 -

What you have linked to is a policy document around the safe delivery of medication to people in their own homes and is nothing at all to do with mainstream home care services, which are provided by local authorities (county councils).

Thanks for agreeing with me as non of the above points are covered by local goverment?
If you are arguing Social Services, some councils have responsibilty but not all and if they do to varying degrees (most time SS have to apply to a council for funding for say a walk in shower it would then be means tested)
But away from that if they did it would be a front line / target objective so uneffected.

The procurement process, decision to use a home care service provider, must be robust, comply with the Trusts SFI’s and SFO’s and be performance managed. All contracts should contain a detailed Service Level Agreement which covers all aspects of the service from initiating treatment, supply and payment. The service level agreement should include reporting a set of key performance indicators to facilitate the above and a formal complaints and error procedure.
That sounds NHS funded to me.0 -
Childcare is not state run
Some is, I think. Camden deal wtih registering and supervising, and run a childcare advice service. I think they also run a couple of nurseries....much enquiry having been made concerning a gentleman, who had quitted a company where Johnson was, and no information being obtained; at last Johnson observed, that 'he did not care to speak ill of any man behind his back, but he believed the gentleman was an attorney'.0 -

Perhaps some do it as value add as they are alowed to bring in additional income now. I was just saying it is not a priamry remit (childcare advice is but that is frontline but the council are not responsible for childcare in the area)
In the case like you had stated it is unlikly that would be effected as it brings cash in. (I have heared of school nurseries but they are usualy seperate charitable bodies)
But in the country they don't do nothin!;)0 -
Who issues licences/checks/education etc that childminders have to have...I genuinely don't know.
We have quite few local services that I have presumed are at least partially funded locally, because they appear so regularly in the local authourites newsletters and self promotion stuff...0
