Hugs Buffy.. it really is a tricky one, if you do or say anything to confront her about it, she's likely to deny it out of fear of him and shame that she's letting it happen. It could be worth raising the subject with your mum if you can find a calm way to do it - maybe not saying you think such-and-such is happening but that you're concerned about how your sister's been since she's been with this guy.. or maybe you could bring up someone you 'know' or have 'heard about' in a similar situation. I don't think there's any doubt that he's being controlling and manipulative. He could be being violent, or the clothes thing could be because he doesn't want her to 'show herself off' in public, another side of the possessiveness (some of my friends thought an ex of mine was violent because of how I acted around him, but he wasn't, just very controlling). Maybe you can try to build bridges a bit as far as your relationship with her is concerned, and then if she needs help, she'll know she can come to you. But do take care of yourself as well, and if that means taking a step back because it's causing you stress and hurt, then sometimes you have to. xx
