Personally the one thing I want to see is full seller protection against credit card claims for fraudulent use of a credit card.
Actually, I've just been reading over the new T&Cs in more detail, and it looks like a confirmed address is definitely not required to qualify for the new Seller Protection:
"The transaction must be marked eligible or partially eligible for seller protection on your Account “Transaction Details” page.....Items sold on eBay will be marked eligible even if the shipping address is marked unconfirmed."
And it also says chargebacks and reversals are covered "for the reason of an “Unauthorised Payment”"....is that the same thing as fraudulent use?
There also appear to be two tiers to the Seller Protection "eligible" and "partially eligible":
"If it is marked eligible, protection for both Unauthorised Payments and Item Not Received will apply. If it is marked partially eligible, protection for only Item Not Received will apply."
I can't see anything on the T&Cs page about what the qualifications are for the transaction to be eligible or partially eligible.
ETA: It appears that partially eligible items are ones sold on websites other than eBay to an unconfirmed address.
Does this mean from the 30th September confirmed address are redundant when selling on eBay?0 -
I think it would be useful if paypal were consistent in their approach, the rules are difficult enough already without paypal having constant little glitches and people losing cases where they should win them and winning them when they should lose.

You will lose your money in this case.
It's very easy, if you send items overseas you must send them by 'International Signed For' the buyer will have to pay for this service. This is not a 100% protection but it will mean that the buyer cannot cheat you.
Everything I sell on eBay goes by recorded delivery in the UK (up to £36.00) and ISF for overseas, I have never had a problem in ten years of selling.0 -

I recently sold Panini sticker album to someone in Rome, Italy, and sent it International Recorded but had a feeling that I'd get hassle as looking back through the buyers feedback left for others they had left negative feedback for about 6 sellers in the last 6 months saying they had not received the item. As the buyer had 94 100% positive feedback and had left positive feedback for other sellers from the uk selling panini albums I thought I'd give them the benefit of the doubt but unfortunately my initial feelings were proved correct. I've refunded them through Paypal for item not being received and have put in a claim with the Royal Mail. They didnt neg me so I guess everything will be fine assuming the royal mail compensate me for my loss, the item sold for £31.
Does anyone know if when the Royal Mail look into my claim they can actually find out whether the Italian Postal service delivered the item? I'd love to know if the buyer is occasionally ripping off sellers or if the italian postal serice in that area is that inefficient/corrupt...0 -

Yes they will if the item was sent ISF, they will send a CN08 form to the Italian postal authorities which basically gives all the information they will need to trace it for you, if they can't find a trace then a form will be sent to the addresse to see if the item turned up but slipped under the tracking radar, having said that im not sure if that information is allowed to be passed onto you or not so you may just get a delivered/not delivered letter.0 -
Thanks guys. Now I need a bit more advice...
I've agreed a partial refund with the buyer in order to to close the paypal dispute. As paypal are currently holding the full amount, my account with them is in deficit. Can I still pay the refund immediately or will I have to load my account first, make the payment and only when the buyer closes the dispute will I get the held money back again ?

A partial refund might not be possible for an overseas buyer, for some reason the system allows only full refunds for some countries. Also a partial refund will not close the dispute as only a full refund can do that (buyer is entitled to the full amount back) so you would still be relying on buyer to manually close the dispute.

you need to fill in a P58 claim form, available from the post office or online from royalmail.com
attach the original (not photocopy) proof of posting from the post office, also attach a copy of the Ebay page or Paypal receipt of payment.
send it freepost to the International address, postcode starting ST not PL
and please make sure that when you sign and date it that the date you sign is 20 WORKING days (mon to fri) since you posted it

I sent an ebay item to USA on the 08/10/08 and I paid £6.07p for Airsure (first time I have used this service) I tried to track it online and the only info I have been able to see is printed below:
"We have received your item, posted on 08/10/08 and it is being processed for delivery abroad."
So I phoned royal mail and they told me that they had problems with the scanners at Heathrow on that day, but had been assured that it was sent on the 9/10/08.
As I understand it if the item wasn't scanned as it left the country then any further tracking is impossible?
Now the recipient has informed me that the item has not been received.
So I phoned royal mail again and they suggested I should fill in a P58 form.
Not surprisingly I am a bit disappointed in the Airsure service.0 -
I've made claims with certificates of postage with Royal Mail and although it does take quite a while for claims for missing international mail to get processed they eventually do so you will get your money back (up to £36 as stated).
Can I just add my agreement here. Having been through the process, Royal Mail were very quick in compensating me, and I got a nice letter to go with it.
