'Item Not Received' overseas

I was asked if I'd send to Bulgaria, I said yes and have the standard Post Office proof of postage.
The buyer claims the item has not been received.
I've now heard from paypal that a dispute has been raised and my account has 'temporarily' had the amount deducted.
What is the likely end result, based on others' experiences ?
I can prove it was sent, he can't prove it wasn't received, yet I seem to immediately be deemed to be the guilty party !

You will lose the paypal claim as you can't prove delivery. However you can then reclaim your losses from the Royal mail by using your proof of postage asusming item was less than £36.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. As a buyer (I don't tend to sell), I always thought my transactions ruled by caveat emptor.
