Each holder has to be assessed by a doctor. Anyone who is found to be abusing the rules, for example allowing a healthy person to use their badge risks losing their badge and quite severe penalties.
Empirical evidence - watch the next 10 blue badges cars and see the drivers sprint to the shops for their fags and booze.
Research Evidence - investigation from a [midlands-ish??] council showing [iirc] 40% were being abused.

They RISK penaltiesetc, but very few if any ever get a penalty and even less lose their badges. Just because they break the rules doesn't mean they are not 'entitled' to a blue badge....and that's what the lawyers argue.

Well I have for one. Not parking in a disabled place but by parking outside Argos in a large retail park, to unload. I was not in a designated parking place.
Looking forward to the fun when I received my invoice for my 'contract'. Can't wait to see them try and enforce it in court!!Ask me no questions, and I'll tell you no lies0 -
I used to shop at Kwik Save yes it was a few years ago & the car park attendant must have been related to Hitler I observed him hiding & pouncing on people many were genuine shoppers at the store some got very angry & probably never returned & some stressed out folk even cried, I went in store & was told the usual nothing to do with us but Id imagine alot of people complained as a week later the outfit had been kicked of the site.
However you did park with no intention of making payment & then even worse took up a disabled place - put yourself in the position of a disabled motorist trying to park & there you are !

You may be genuine but there are thousands out there who aren't. This is the problem. Can each badge holder honestly say that they can't walk an extra 30 feet to the shop door. I bet you that if there was £50 to be had they could.
I am not saying that there aren't genuine blue badge holders out there, but sadly they are in the minority!!!
So are you saying that it's ok to take up a disabled space just in case the person who might have parked there has a fake blue badge?????????0 -

Something that really annoys me is where blue badge holders park on double yellow lines in dangerous places. There is a reason why the double yellow line is there - not to stop people from parking for free or to provide disabled parking, but because it ain't safe to park there!
