I would advise reading back through all the thread and making sure you've followed every bit of advice, for instance did you look at the websites I posted?Torgwen..........

Reset internet protocol(TCP/IP)
Re-registered the .dll files.

I would try reinstalling/repairing Internet Explorer.

Without wishing to appear too flippant or unhelpful - it might be quicker Rikki to just back up what you need and reinstall windows! Bearing in mind how long you've spent trying to solve this problem... know what it's like spending ages trying to locate/fix an annoying error..and if this was my problem I'd have reformatted by now.
When all else has failed there's nothing like a good reinstall to get everything up and running as it should be.
....or take up telephone banking instead0
