11. It's a fairly arbitrary process... assume there's a chance it will happen with a) expensive goods b) high-scam goods c) newbie sellers.

Answer: Argument seems to vary from,
"Don't sell"
Request buyer pays by other means
Request buyer confirms their address through paypal

The payment must be refunded before they can confirm the address and re-pay. Didn't notice if anyone had mentioned that.
