They won't cover you for seller protection if the buyer is fraudulent. For ordinary dispute, if you have proof of delivery by recorded methods then that covers you for item not received and helps fight a chargeback.
I take plenty of pics with date stamps of item before i post and mark it slightly with a special pen as some people return items that are different.

Feedback doesn't count in disputes, they may have all positive but you have to think did their friends or fellow scammers leave that. I would take into account whether their confirmed as you need to cover yourself.
You need to send item within 7 days of receiving payment, you need to be vertified yourself, only accept one single payment from one paypal account, only transactions between us, uk and canada qualify for seller protection, it will say eligible in every payment received to confirm you are covered,.

see this link for any further help: https://www.paypal.com/uk/cgi-bin/webscr?cmd=p/gen/ua/policy_spp-outside#spp-policy

Hope i have answered your questions

Thank you again, I have read through that and am aware of the requirements listed. So the only major issue is with this person being unconfirmed. I liek to consider myself a very careful person, I've looked into the address given on the paypal invoice for the buyer and it's fairly dubious, yet on the other hand it could still be perfectly innocent.

I do fully understand what you said about buyers feedback and how easily it can be falsified but I always check it as a starting point and I'd still say there's nothing worrying about it, although I certainly won't be using that as my risk factor. :)

Yes being verified is necessary, because it helps to confirm whether that person is the bank holder, thereby reducing risk of fraud! Paypal told me that themselves along with the fact, it wouldnt let me withdraw unless i confirmed my bank account.

Understood, but I'd still look upon this as more of a buyers protection rather than a sellers. Unless paypal verification ca be done on a credit/debit card which I don't think is accurate as it's used for confirmed/unconfirmed.

Well, the main difference is that the Personal account as the name suggest is for a regular person to use which typically means that the account is mainly used to make purchases and payments and from time to time receive money from friends. A Premier/Business account is made for 'business activities' in mind, which means that you are allowed to make money through paypal by using it as a platform to receive money through sales of goods and services, subscriptions and donations.

If you want to comply to rules than if you are selling things through paypal, you will need a business or premier account. If you are just a customer then you can opt for a personal account. That is why paypal allows you to have a single personal account (for personal usage) and a premier/business account (for business usage) per person. If there is no distinction and just gives you the option to pay or not to pay paypal commission or not then it would really makes no sense.

It's still not giving me Premier option, only Business. I checked the table for differences and Premier over Personal gets
    - eBay Tools
    - Merchant Services
Are these really beneficial? How will they help me as a seller. bare in mind I'm not selling as a business or running a shop, just getting rid of the odd tit bit and junk

Edit: Thank you Cat, you answered this in your above post :)

Verified is not necessary for seller to cover PayPal's Seller Protection Policy. So long as you sent item to confirmed address, your transaction is eligible for Seller Protection Policy coverage.
If it seems to good to be true, it probably is.

Some people do not read the listings, therefore might miss it when you say you only accept confirmed payments, yes you have the right to refuse for good reason, people will leave a negative for any reason but i am sure they will understand that you need to cover yourself and if they are genuine it shouldnt matter. Certainly worth reporting to ebay if they do.
Paypal can not take money without your consent. If there is a chargeback, paypal will contact you to say you owe them money then you pay them by whatever means. If you have money in your paypal account they will take that, if not there will be a minus balance until you pay them.
Paypal says proof of delivery that can be tracked online with a signature, such as royal mail.
if you click on this link and click tracked items it will tell you who you are allowed to use

It is as it covers you for fraudulent transactions, which paypal do not always pay out as i know from personal experience.

From my personal experience, several of my buyers are unverified, but these transactions are still eligible for protection if their addresses are confirmed.

Maybe in your experience but in my experience verified is better and protects sellers much more.
