Ebay and Paypal New Seller Lots of queries

Or more accurately, questions. I'm currently reading everything pinned and searching this thread and elsewhere, ebay and paypal itself for my answers, but I'd like to ask numerous questions to get definitive answers from the users here to have first hand experience with the subjects or simply, know.

I've just started selling on eBay, I have 100% feedback, yet no more than 30 all from buying I have a confirmed and verified U.K paypal account, which I've had for 3 years and been with eBay for 6 years. I've had no problems and wish to continue that way or atleast ensure I'm doing every damn thing to prevent any problems, specifically to selling on eBay. I know all the horror stories, I've read around. I understand something can always go tits up.

1) I keep seeing references to having a Premier Paypal account or Business. Now, I can't find exactly where to check my paypal account type. Im guessing it's a Premier account, if I try to upgrade they only offer Business. I just want to verfiy as the word itself is kind off misleading, like it's a 1st class feature. So, how can I check?

Answer: When you log into your account under My Account Overview it will say "Account Type" which indicates the type of account you have. The account types can be found HERE. You can also upgrade from that link

** It still won't offer me an upgrade to Premier, need clarification on why?

2) Confirmed and Verified, can someone speicficaly explain the differences in these two paypal references. I'm to understand that confirmed is to state the address has been confirmed. Can someone also remind me how a paypal user becomes confirmed and verified, the process a paypal user has to undertake to become each of these.

Answer: Confirmed means they have had they're postal paypal address confirmed by having a bill/credit card etc.. that is sent to an address linked to the address they've used in paypal. Verified is when they have confirmed their bank account details. This is when paypal sends two credit fees to the bank account which theu ser then users as verification process by checking their statement.

**Confirmed is deemed more necessary for when selling to a paypal buyer. Verified is also useful as it helps protects you against fraud.

3) I've made 2 sales, both exceeding £100. The first to someone whom is both confirmed and verified through paypal the second to someone who is neither confirmed nor verified.

I've used a courier service for delivery, this in turn uses DHL (express 24 and 48hr) is this tracking service acceptable by paypal should something go wrong and I need to use it as proof of delivery? It is recorded and a signature is required upon delivery.

4) My Seller Protection under both invoices for these sales is listed as "Ineligible". Paypal states 3 things to be eligibile
  • Sell a tangible item using a Verified Business or Premier account
  • Provide timely delivery to a buyer’s Confirmed Address
  • Retain reasonable proof of delivery that can be tracked online
Do I have to be in all 3 to be eligible or just 1 or 2?

Answer: All 3 are required

5) If it's all 3 then do you always start out as "Ineligible" until all 3 are completed? 6) Will it then change to "Eligible"?
7) How do they know about timely delivery? Is this verified once feedback has been left through eBay?

8) I understand a buyer can go through a chargeback or a paypal dispute? The former would be processed through their debit/credit card company, right? and the latter through paypal itself?

9) Although debit/credit cards may differ on their protection policy what it the maximum length of time someone could
a) Start a chargeback?

Answer: chargeback up to 3 months, or up to 6 months if fraudulent so important to keep all receipts at least 6 months after the sale.

b) Start a Paypal dispute?

Answer:
Paypal dispute is 45 days from date of payment

Basically I'm trying to establish, how long i'll be worrying for after the sale has seemingly gone ahead

9c) If I've already withdrawn the funds from a sale from paypal to my bank account and they are actually in my bank account, if someone then files a paypal dispute, will paypal leave a debit on my record or can they automatically, without my authority take the funds back oout of my bank account?

Answer: The money will be shown as a debit (minus) in your paypal account. Paypal will then send you a request for the money, the money will only be automatically taken if your paypal balance is in credit.

9d) Same as above but for a chargeback? Would it be taken out of my account without permission or would they request I pay back the funds?

** Assuming it's the same as above, policy may vary depending on the card type?

10) What are the exact requirements to being able to withdraw funds from a sale from a paypal account to my bank account. As a relatively new seller I understand I have to wait X amount of time OR once feedback has been left. Is there anything else?
11) What eBay requirements must I meet so that I don't have to wait X amount of time?
12) Related to above 2 questions; Although I don't seem to meet the requirements I've read about, I was able to withdraw the funds from paypal to my bank account. The process is even listed as completed on paypal, although the funds are not yet in my bank account, obviously it will take longer to clear as it's only been a day since I did it. So, is this process actually completed or are they on an invisible hold, yet still recorded as completed? Or would I eventualyl receive the funds regardless of whether I recieved feedbacks or waited the required amount of time?

13) What's the best action for dealing with a buyer whom is both unconfirmed and unverified? I've looked at their buying feedback and it's all positive except one obscure and seemingly unrelated negative. The feedback is only in the 30's however.

Answer: Argument seems to vary from,
"Don't sell"
Request buyer pays by other means
Request buyer confirms their address through paypal


14) What specific things should I do when selling to ensure I'm covering myself to the book when selling an item? This is for both confirmed/verified and unconfirmed/unverified buyers. Off the top of my head having read about I should
- Ensure the item is tracked
- Ensure a signature is tkaen upon delivery
- Ensure the item is ensured with the postal company
- Ensure the item description was correct
- Ensure the item was sent in good time
- Ensure I keep contact with the buyer regarding delivery time/status
- Ensure the buyer has no negative feedback that would deem him or her a risk to post to
- Ensure they are both confirmed and unverified (Obviously I have a problem with one buyer on this)

Is there anything else? This list also applies to if someone does file a chargeback or dispute against me? What details should I be recording to ensure I have enough evidence to help me through the process? Other things such as
- Proof I owned the item (pictures)


Some options I've read are contacting the buyer to request they confirm their address on paypal, which would relate a bill etc.. linking their card to the address listed in paypal. Or ask if the buyer would mind paying by other means such as BACS?

15) If I list a one day auction and therefore can only list paypal as the payment, can I still list other payment methods as acceptable within the listing description? Could ebay remove this if seen? Would it effect the ability to leave feedback?

Answer: Yes, eBay can remove the listing as it's against their rules for one day auctions

I've not withdrawn or tried to withdraw the paypal funds received on the second sale from the unverified and unconfirmed buyer, although, again, it seems to be letting me.
16) Will paypal be enrolling, if it's eligible, for the Fast Payment transfer? Or will it always be 5-7 working days?

I'm fairly certaini'll have more specific questions but i'll post this for now, if anyone takes the time to answer me I would be greatly appreciative. I am still reading up for myself, so I may find the answers but it's always nice to hear from people first hand

    When you sign in, it will have account type under your email address which will show what you are.
    Confirmed is when the person has confirmed their address etc and verified is when they have confirmed their bank.
    You should only accept or send payments from/to people who are confirmed and verified otherwise paypal will not cover you and you will be at a loss.

    recorded and signed for delivery it has to be at the very least, Paypal mention Royal mail but i would think any confirmation of delivery is acceptable. Over a certain value you need to post by special delivery. Yes u have to have all 3 to be eligable

    no they will leave your paypal balance in minus so then you pay them, they email you asking for payment and if you dont pay send debt collectors letters etc. They cant debit your account without your permission, i would put on all listings will only accept paypal from confirmed paypal accounts, if you do receive payment refund and ask them to confirm and pay again. no they will leave your paypal balance in minus so then you pay them, they cant debit your account without your permission, i would put on all listings will only accept paypal from confirmed paypal accounts, if you do receive payment refund and ask them to confirm and pay again.     Is verified necessary? I think it is not.
    If it seems to good to be true, it probably is.

    It says Personal? So if this isn't Premier, how do I upgrade to it? what are the differences?

    Regarding unconfirmed/unverified, you state paypal won't cover me, what won't they cover me for? Also is that definitive or could I not provide an adequate amount of proof to be covered?

    How can I find out the amount for special delivery? Is Special Delivery specific to Royal Mail or does any tracking of a parcel qualify as Special Delivery?

    Sorry, trying to clear your answer up here. In bold you state they can debit your account, you mean the paypal account and not my bank account, right?
    I did list that in my auctions regarding only accepting confirmed but does that actually protect you? Do you then have the right to refuse payment (refund) and deny them the goods or ask them to pay by other means? Can they still give you negative feedback? If they do, can you contest this through eBay?

    Feedback doesn't count in disputes, they may have all positive but you have to think did their friends or fellow scammers leave that. I would take into account whether their confirmed as you need to cover yourself.
    You need to send item within 7 days of receiving payment, you need to be vertified yourself, only accept one single payment from one paypal account, only transactions between us, uk and canada qualify for seller protection, it will say eligible in every payment received to confirm you are covered,.

    Yes being verified is necessary, because it helps to confirm whether that person is the bank holder, thereby reducing risk of fraud! Paypal told me that themselves along with the fact, it wouldnt let me withdraw unless i confirmed my bank account.

    Judging from cat's reply. I would agree. As this is for that person's benefit with paypal and not sellers, right? I mean, it's merely to register a bank account with paypal, so they can fund/wihdraw money therefore they can still pay by other means, such as a registered debit/credit card with paypal which shouldn't really affect myself?
