Should I stop my neighbor from selling their house at a ridiculously low price?

 Well, it does, if it was overpriced 9 months ago, which I believe the general consensus is that houses were.
 If I had money worries and needed to sell in a hurry, I would not be happy about an interfering neighbour sticking his nose in. Especially if he scuppered the sale I had secured. This is not the action of someone who "cares" about his neighbour, it's the action of someone who is pooing themselves about house prices. One single bargain sale is not going to drag down the prices of the whole street if the others are sensibly priced. However it may expose any ludicrous ramping in price of the others.
 If she is selling because of money worries, your house value will drop even more if it ends up repossessed.
 I agree with you on one thing - house prices are likely to be a bit more realistic next year. However I suspect we may differ on the direction they will go to become more realistic.0

            assuming this isn't a joke and there really isnt someone that stupid and selfish a few points to consider.
 1) you would need someone willing to pose as a prospective buyer, and they would need to be able to convince the seller/EA they are able to raise the cash and able to proceed, not as easy as i sounds i imagine.
 2) if the buyer found out you did this i would imagine they could find some grounds to sue you, if i were a judge i would probably levy a painful fine against you.
 3) you say you are planning on selling soon, whats to stop a vengefull buyer pulling the same stunt against you at the last moment when you have paid surveys etc.
 4) the option that would happen if i found out somone did that to me, whats to stop them, their friends or relatives kicking your door in and battering the living snot out you.0

            I think you are spot on. This person has no right to devalue your house by selling it at 35% below what it's worth.
 Consider legal action, because once the precedent is set you'll struggle to sell yours a fair price when your inconsiderate nieghbour has laready defined a fake market.

            There is NO 3 bed period prop in Tunbridge for sale at £295.00 according to rightmove.

 To be fair £450k was never the real value. Just what someone was prepared to pay at that point in time.
 Now nobody will pay more than 20% below last summer (hence all the unsold homes) and many are having to drop further to get the sale if there is nothing outstanding about the property.
 All homes will be down by 35% by mid 2009 anyway, so she is just pricing to the future.0
