As a combi the pump and divertor are all inside it. If you vent the rads you might find the pressure drops and you'll lose the hot water as well. If you know how to top up the pressure thats ok (1 bar is about right).
Depending on the model there will be a switch or dial that will select hot water only or c/h and h/w.It may or may not have a programmer built into the front, that will need to be set for c/h.If you have the room stat turned up and still no c/h then it's time to get someone in to check out the divertor inside or look for any other problems in there.
Finding the model of Baxi will help you search their website for a user manual at least ,preferably the installation one as well.

I had a similar problem with my boiler (combi) but the other way round...heating coming on (no use in June when it happened), but no hot water. Luckily we had extended cover on the boiler and we managed to get a plumber to come and fix it. it turned out to be a dodgy valve and he was only here for 5 minutes.
We still have the cover and are in the process of buying a new property.. I read the terms and Conditions and it states on the cover that if we move we may have to pay a fee (12month contract) to get out early, or we can pass the cover over to the new house owner...check with the previous owner if they had cover? Long shot but worth a try.

other have mentioned the control panel, this one shows the 2nd dial is for the hot water and the third for the rads...check they are both turned on/up and that you have good pressure shown by the green area on the dial on the right...obviously all boilers are different, but from my experience they all have similar controls,0
