Can I put a password on a USB Flash Drive?

I just follow directions none of it makes sense to me I'm afraid, I think I'm to old to understand anything to do with technology
We take it slowly one step at a time.
Ok when you put the USB in you will not be asked for a password, the USB is not encrypted, only the file called "Personal" is encrypted. It is known as a volume, imagine it as a tiny drive 1024KB in size
Double click the icon TrueCrypt this will open the TrueCrypt UIHope for the best.....Plan for the worst!

Ok, sorry had to take care of something
Here we go afraid I' gonna start from the start
First I'd take everything off the USB, move it all to a folder on your desktop or something, make a new one if necessary, just for now.
So your USB when you open it up is empty.
Next I'd double click the TrueCrypt Setup 6.0a.exe that we downloaded from the web. agree the terms and conditions
From this screen select Extract and hit nextOk this time at the next screen instead of accepting where it wants to place the files, we click "Browse" and select our empty USB drive, hit ok and then Extract.
So now when we open our USB we see this
Ok, double click the TrueCrypt folder
and double click on TrueCrypt. you should then see the UI (user interface)

try another way
On the UI we select "Create Volume"
Which opens the Volume Creation Wizard. ensure "Create File container" is selected and select Next.
Choose Volume Type as Standard TrueCrypt Volume and click next. Now at this sceen hit select and again navigate to your USB. You will see a screen like this, obviously your USB but it will have the TrueCrypt folder.
Now don't select anything here, Just type the name you want to call the file in the empty "File Name" window, where I have typed Personal, probably what you did last time, and hit "Save"
This will take you back to this window which shows the name of your container/volume and it's location (on your USB) Click "Next"Hope for the best.....Plan for the worst!
