I find you will always get some kind of response, even if it is a polite no or just a thank you.
I do it via forms on websites or by email so isn't costing anything and stopping my boredom, I started emailing a few days ago and had 2 sets of samples today!
I am sure you will start receiving some goodies soon, I am writing to ones that people seem to have had success with in the past using this thread0 -

I am going for the approach of complimenting products I use and asking for vouchers to keep me buying and for other branded products I don't use I am asking for vouchers to try the product. If they say no then they say no.
I just ask for samples as I have sensitive skin I don't want to commit to buy a full sized product of anything, I have in the past wasted money on foundations, baby wipes, makeup wipes and more makeup and beauty products. I probably won't ever buy a £30 moisturizer but it's still nice to know what products don't make me want to itch my face off for when I have more money coming in lol.0
