ebay seller increasing P&P

This is getting daft now, just recieved an email,
'I will refund, could you leave me possitive feedback'
I think they have a cheek asking me to do this! refund or not, I thought my feedback should be my decision, based on my whole experience with the seller, not on the condition that I give them a possitive.. I have never given anyone neg feedback, although I am considering this with this seller to warn others.
(Incidently, in my emails to them, I have never threatened them with negative feedback, but they now have almost 100 negs and neutrals over the past 5 weeks, all either about 'location' or 'no cases' so maybe they are getting worried, feedback score hovering over the 97% mark).
Im wondering whether to ignore this email, as i dont feel i should have to agree to do this as a condtion of the refund.
Are they allowed to say they will only refund if I agree to give possitive feedback?
Can I report them for snad AND misleading location, or does it have to be one or the other?0
