That's not universal (excuse the pun). In my C programming days the comparitor for "Not equal to" was always "!=". E.g. in C, "x != y" means "x not equal to y". It certainly didn't mean "everywhere" otherwise I'd have found my programs acting very oddly."She is quite the oddball.
