Even though your mother may not want Broadband, consider having Broadband & then using a VoIP service they can be much cheaper then normal PSTN carriers.

All depends on call rates, some still charge 16p +vat on connection, then a pay per minute, often 6-7p +vat, most VoIP companies only charge 0.5-1p +vat per minute with no connection charge to landlines, mobiles can be even higher, each person's needs will be different.
