Paid For Faster/trackable Postal Service, But Did Not Get It

    Thanks for all the advice members are posting,it is extremely helpful as ive never experienced this particular problem before,members of this site are very freindly and helpful,please keep posting if any further advice.

    Well thought out! It would worry me that a seller wanted a copy of my signature which he doesn't actually need and which is totally irrelevant to the situation.

    Do as others have said and put your chargeback claim in today, if the seller does contact you again just say that you have spoken to the RM and they have confirmed that the seller only needs to complete the claim form.

    i sent email back asking why he hadnt sent 1st class recorded as i requested(HE ONLY PROVIDES INSURANCE FOR ITEMS SENT RECORDED) and paid for and what he intends to do about it,i have not yet left him feedback but heas left me feedback.
    what would other money savers advise me to do now,bearing in mind the postage situation+his false delivery guarantee on his auction description.
    Just won case and to my amazment will only be getting £1.94 of my cash back(£15 not covered as buyer never had full amount in his account),when i reffered this case to paypal seller was selling lots of items,so obviousely paypal had not frozen his account when i reported him for non receipt. any advice anyone?

    Paypal do not freeze a seller's account during an investigation if they are covered by paypal seller protection. I am a little confused about the £15 not being covered, though. What exactly did paypal say about this?

    If paypal don't come up with a proper refund and you paid by credit/debit card, go to your card issuer for a full refund.

    This is mail i had from paypal,the seller is still selling on ebay using paypal+500.00 cover on his auctions,so why have paypal not give me my full refund.please help

    Surely you don't need to pay extra regardless of whether you use Paypal or not, because it is the seller's responsibility to get the goods to you by whatever method he chooses? The only difference it could make is the hassle involved in getting a refund.
    If the item doesn't arrive then you can start a paypal chargeback on day 7 and unless the seller can prove delivery (not posting) he will have funds withdrawn from his paypal account and repaid to you.
    But you didn't mention that his Paypal account does not have an overdraft facility to fund this. So now we find, surprise surprise, that the refund is virtually nothing due to lack of cleared funds. Yes, more will be forthcoming if more money comes into the account, but it's not nearly as reliable as you're implying.

    So that means as he is still selling,all future payments he receives through paypal will be refunded to myself?

    No, you can claim against any goods that do not materialise, or are not as described. I think the >£100 limit applies when the company you are dealing with has gone bust i.e. the credit card company is unable to reverse the transaction and has to repay you out of its own pocket.
