I too am an HR Clerk (RAF Pers Spt) and find it so frustrating that so many people don't know what they can claim and under what circumstances.

I resorted to creating a leaflet in order to educate people as to the more common claims and the associated rates and also how to put it onto JPA. Oh, by the way, I helped to write the Quick Tip Guides ;) 3 glorious days at HMS Sultan thanks!

Yes the first stop is JPA on the whole - but there is nothing wrong in asking a HR professional and, if that professional won't give you the time of day, go speak to his boss!!! It is still our job to be customer focussed and although the tools of our trade have changed and a lot needs to be done (and cannot be done by the adminner) by the self service user - we can still advise before telling people to go and speak to the JPAC muppets.

Oh, and on JPA, heaven helps those that help themselves, if people kept their details up to date and accurate - it helps the clerk when sorting out pay & allowances.

    Hi

Could anyone tell me if this is recognised by the RAF as well as the Army?

If so, could anyone provide me with further info? JS Form JPA E003 has been completed but the pay office here have said they can find nothing to say this benefit should be paid (by the RAF)

    Many thanks in advance.

Thanks to the previous posters for putting me onto this.

    The overacrching reference is:
    JSP 754
    Chapter 9
Section 6 "Contributions in leiu of council tax"
Para 09.0608 lists the eligibility for discounts.

At first glance the rules laid down here would preclude most disabled spouses from receiving the 25% discount, however the application form:

JS Form JPA E003 - Claim for Council Tax 25% Single Householder Discount, does list an additional box on the bottom, "Disabled spouse (as defined by Single Service Regulations)".

My pay office was unable to help with substantiating where this definition is listed and the form offers no references , however i have now eventually found it:j:

PAM Part 2 - Regular Army Administrative Procedures (V3.0) Army Code 63791
    Chapter 5 - Pay Documentation
Section 7 - Refunds / Rebates and Compensation
Para 02.05311 Disabled Spouse. "A disabled spouse is one who is in receipt of a disability allowance, or able to prove his/her incapacity to work for 28 weeks."

    Get your claims in:beer:

I had hoped that would be the case but the RAF Chief Clerk here has said that they can find nothing to confirm that this benefit should be paid.

    Can anyone else help?

Just wanted to confirm that people who are on long term incapcaity benefit can get it too? I've told my friend about this post, but she thought it was for registered disabled people only. She's been on incapacity benefit for just over a year after a botched back op.

If she can claim it how does she go about it and what does she need to prove she's claiming ICB and will it be backdated until the start of her benefit claim?

I would have thought she needs to complete JS Form JPA E003 and present that together with proof of her being in receipt of IB from the date it started (has she some form of official letter about this from the DWP?).

Providing she is an Army wife, she should be OK, still unsure about RAF - I started a new thread about just this subject earlier today as I am struggling to find the necesssary references for the admin staff.
