Good news for savers - but where's the detail ?
I've been looking through the Consumer Focus super complaint on cash ISAs and, on page 11, I came across this :- I've had a look through the Payment Services Regulations 2009 but can't find any specific reference to savings accounts. Does anyone know where the detail of these changes is to be found?

Sainsbury's Bank Online Saver drops interest rate by 0.25%
Hi Folks, I have received an e-mail from Sainsbury's Bank to inform me that all customers with an Online Saver account opened between 5th September 2009 and 15th April 2010 will have their interest rate dropped from 3.20% gross AER to 2.95%. This change will take effect from 30th June 2010. SS2

National Savings Certificates
I am about to receive some inheritance currently in National Savings Certificates but AXA are demanding 15% of the total due to the recent stock market performance. Can they do this? Or can I fight it? The money has been gaining interest for 11 years. Any information or advice would be appreciated.
