Can a car that is not taxed and not insured be parked on a residential street? (not a main road or a street cars drive on, an area just outside a set of driveways outside people's houses). What are the rules on this as GOV.UK isn't straight forward.

Leaving car engine running
Hi Folks Every morning someone in our street leaves their car engine running for about 10 minutes. I think he/she does that in order to warm up the car, but it is very annoying. Aren't there any laws stating you can't do that? Thanks
