Can a car that is not taxed and not insured be parked on a residential street? (not a main road or a street cars drive on, an area just outside a set of driveways outside people's houses). What are the rules on this as GOV.UK isn't straight forward.

Can it be parked there, yes.
Should it be parked there, no.0 -
A car either needs to be taxed&insured or SORNed.
To be SORNed it needs to be parked off the (public) road. If the area is privately owned then that should be fine.0 -
On public highway- illegal.
On private land - legal if SORNed.
On private land - illegal if not SORNed.0
