If a UK company has made losses in the year can it recover the 10% withholding tax on royalties from New Zealand? Does it get a repayment, is it carried forward or is it dead money?

I have recently come across "Tax Buddies" who offer to check if you are due a tax refund if you do PAYE. On closer inspection it seems they take a whopping 40% of any refund given. Are there any better ones or is it better (but easier??) to approach Inland Revenue direct?
