Does anyone know of an online savings account which accepts joint account holders, but with one account holder having read-only access?

Credit file and current account terms and conditions
After years of wrangling over a credit file the bank have suddenly came back with a new criteria they used which they have never mentioned before in correspondence. It isn't in the credit agency guides or FAQs nor is it in the bank's terms and conditions for my account. Surely then it can't stand?
