Norfolk Parking Enforcement

Hello All,

I have long been a browser of various parts of the MSE forums but I am now taking the plunge and starting a thread which I hope will help both myself and others by adding to the already large amount of information on this subject.

I recently acquired a ticket from Norfolk Parking Enforcement (NPE) in Norwich and would like to confirm what my best course of action would be - pay, appeal or ignore and wait for the letters to start landing on my doormat.

Due to being a new member I cannot link an image of the ticket but can supply if needed.

  • Well, assuming you got the ticket on private land, and assuming they are not members of British Parking Association Approved Operator Scheme, then ignore is the best course, theres not a lot they can do.

    Thanks for the quick reply.

    It was on private land but they are a listed on the BPA web site as Approved Operators. So where does that leave me?

    They are in the AOS, but that matters little. The advice is to ignore them completely if you are the registered keeper of the vehicle. They will write to you with a series of threatening letters, all these are part of the scam. They will not take you to court , they will not send the boys around, and it won't effect your credit rating. Don't appeal it's a waste of time as it will be turned down. So just ignore
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    Ignore or appeal (then ignore after POPLA), that's the choice in England & Wales. Anyone who appeals really MUST follow it up with a POPLA appeal too because it costs the PPC money. Nice. :)

    You are one lucky person. I was parked up(considerately and responsibly in respects to the landowner who was not NPE)and sitting in car whilst wife shopped and the NPE goon comes over looks to see if I had displayed a ticket(free from landowner)and shakes his head. I told him, yes, told him to give me a ticket. I told him that not only were NPE's fake tickets unenforceable but it would cost NPE the £2.50 to obtain my details from DVLA, then I would use their 'appeal' process and if they did not cancel I would then use POPLA which would cost them another £27 plus VAT. He walked away, didn't give me a ticket.

    Now, would that not prove that NPE will only threaten you with this and that but they are in fact empty threats which you can safely ignore? (Or as Coupon said POPLA stage to cost them money then ignore)

    This is true. Not that it needs me or any one to confirm this but the other day I spoke to NPE and I said that they have never ever taken a person to court. Their reply was "Not yet." The reasons why they have not yet(they would have lost if they had) will be the same reasons they won't in the future(they would lose if they did).

    Tempting as it is to waste their time and money with an appeal I have better things to do with my time, so I guess I'll wait for the letters to start coming in. Will try and keep you posted as they do.

  • Just got myself one, been kind of looking forward to it in a strange way as I'm fully aware of lack of validity of such tickets. I think the guy its in the Pub drinking whilst watching the CCTV as he is not present on the car park.

    The Russian dolls of private parking ticket industry explained:
    Quite often they are self ticketing scams

    The people that operate the business and smile pretending to be nice are given a book of fake parking tickets (invoices) by the parking firm, they then stick them on customers cars in the hope you pay up so they get a percentage of the money in return.
    A screw your customers over DIY kit.

    The parking firms are then amalgamated together in to a club run by parking firms called the BPA.

    The DVLA who would sell their Gran for £2.50 allow members of the exclusive club to buy your data and use it to intimidate you in to paying the invoice.
    They have just set up another level to the Russian doll scheme called POPLA.
    Which is a Kangaroo court run by the BPA to rubber stamp appeals to attempt to fool motorists that they have made an official style appeal, as you can with real parking tickets issued by councils.
    The kangaroo Court will then send back the approval of the parking firms stance dressed up with fake official looking explanations.

    However it is only a Kangaroo court and just another layer in the deception that is the Private parking ticket industry.
    Nothing they do in this deception has any authority whatsoever, including the Kangaroo court, it is just a clever deception.

    It is quite easy to see why so many fall for what is only an invoice for a speculative amount they made up.
    The whole system mimics down to the T the genuine parking penalty notices issued by councils.

    They use threats of court action, again mimicking real parking tickets.
    The trouble starts when they try it on, they have had some severe spankings in court.
    The chink in the armour is if they do score a victory in County Court you can appeal to the higher court, where they have no right of audience to act as a litigant in person.

    One representative of a parking firm was warned with prison for having no right of audience at a higher hearing to claim damages on land they do not own and only escaped with a severe warning from the judge.
    So, Don't worry.
    Be happy...;)
