it seems that they have used a credit search on the OP , to verify the address without ACTUALLY issuing a NTK to them , unlike other cases were a debt collector chases AFTER a NTK

getting the reg No and the date of ticket might be hard from PE , I wonder if the OP has that info still

Have to wait for the DVLA, IT'S VERY TRICKY FOR THEM NOW

I think we (mostly me) are speculating here , but there are lots of un answered questions those need answering before we can continue

    briefly I can see

possible CCJ marker on credit report
lack of date of ticket and reg number
    reply from DVLA

until those are answered we are stuck

no they have given the correct info for the correct person , and simply not replied.

the fault is with PE/equita by putting the CORRECT info into their serch machine and getting a false answer , then proceeding without doing a follow up

it could be tricky for PE , but not the DVLA

How can the DVLA be correct when the person does not have a drivers licence nor owns a car ?

because the DVLA have given the correct info for the car , PE have tried to chase the driver , who has either moved or sent the letters back as "not at this address"

PE have been doing housekeeping ,whilst they were twiddling their fingers awaiting the Bevis result , and the boss has sent all the unanswered/not at this address to a credit chasing co to find the correct new addresses.

the checking Co (equita) have found a similar name and an address out of the blue and forwarded this to PE , who have wrote again but to the new address but to the wrong person.

when they again have denied it , off to Equita for the heavy hand.

the DVLA have never supplied the OPs info , the credit search company have "guessed" , but picked the wrong one.

None of this we will not know until the OP confirms, so its all pending

    This is the theory.

    There's a real car
    There's a real RK
The RK has the same (or similar name to the OP) but is a different person
PE have sent the proper letters/NtKs etc to the real RK
The real RK has not responded
PE have tried to locate the RK by using a credit reference agency
The Credit reference agency has discovered a different person to the RK with the same or similar name
That different person is the OP of this thread and obviously doesn't know of, and has never received any previous paperwork from PE as they are not the RK of the vehicle in question.

That's my theory and I'm sticking to it. If this turns out to be the case, it addresses beamerguy's questions above.
