My 19 year old nephew is about to start his 2nd year at collage and needs to get a train from Hemel Hempstead to Watford duing peak times at least 3 times a week. We have looked into a railcard, however there is a minimum spend of £12. The fare is £8. Is there any way of getting a discount for 19 year old students?

Tricky as you can't use a YP railcard before 10am i don't think anyway.
Have you looked at the cost of a season ticket? Hemel and Watford aren't that far away from each other too - a bus may well be a cheaper alternative (albeit not as convenient as a train but where cost is an issue, a good option for that short a distance...)0 -

Which works out at less than £3.50 each way.
How much does the bus cost?
Has he got a bike?

Only if you travel before 10am Mon-Fri does that £12 minimum apply.0 -

You didn't give us much details but if your after a cheap walk on Off Peak Single then try this;
Birmingham NS to Glasgow Off Peak Single £101.80
But by splitting as follows;
Birmingham NS to Stafford off peak day single £9
Stafford to Warrington BQ anytime single £16
Warrington BQ to Preston anytime day single £9.80
Preston to Glasgow Cen off peak day single £31.10
Total £65.90 about a 30% saving
