NCP Parking Ticket

I have just come home to find a parking ticket for £100 reduced to £60 if I pay within 14 days from Stanmore tube station car park via ANPR. I was at the cat park in the day that is not in dispute, but I did not park the car there were no spaces so I drove around and around waiting for a space to come free. I was there well over half an hour granted, but no one got in or out of the car. we did miss several spaces as they became vacant as we were at the other end of the car park and there were several cars driving around searching for spaces, we eventually gave up and managed to park in a car park round the corner costing £10. I have appealed against the fine, but any advice what I should do now or where I stand will be very much appreciated. Thanks Mark

Kind of nervous in case it goes wrong, but if I'm in the wrong I'm first to hold my hands up, but I did not park the car.0

NCP don't issue fines or penalties. Nor do they sue people, nothing to be nervous about. We assume you have read 'NEWBIES PLEASE READ THESE FAQS FIRST'? Your appeal templates are there including POPLA stage templates on post #3 of it.
My signature tells you where the NEWBIES thread is.

Thank you so much for your reply, I am going to fight this, but just a quick question, have I made my appeal harder by appealing the day the letter arrived, I appealed on line, I didn't realise there were templates and certain wordings, I just basically appealed saying I was driving around trying to find a space unsuccessfully, I never parked and nobody got in or out of the vehicle. If I am still ok what should I expect next. Thanks0

You are always OK with NCP as they don't do anything except send letters. But the NEWBIES thread tells you about how to use templates to win POPLA stage (and even if you lose you do not actually PAY this lot!).
Nothing to worry about, this isn't a real fine - just an unwanted invoice - no-one in their right mind pays; no bailiffs or effect on credit rating.
POPLA is explained in post #3 of the NEWBIES thread near the top, with template appeal points already written.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi, I never received any reply from NCP after my initial appeal, I went home lunchtime and found letter from a company called ZZPS saying your unresolved PCN has been passed to us to resolve, the balance is now £160 and included late payment and debt recovery charges. What is my next move thanks Mark0

Provided you appealed correctly (check as suggested by papa golf) you should complain to the BPA and DVLA that your appeal has been ignored and the scammers have gone straight to debt collectors.
The NEWBIES explains why it is safe o ignore deb collectors.
It's not a good idea to use real names on this forum, if that is what you have done. In your case it doesn't matter as you have already (unfortunately) told the scammers who was driving. If you get another scam PCN, use a non-real username and don't reveal who was driving, not even on here because the scammers monitor this site.
You should also complain to your MP, Mrs May, and Andrew Jones MP, who for some unknown reason thinks the parking scammers unregulated industry operates in a fair manner.I married my cousin. there is a posting by "gan" on pepipoo , more or less explains things
"Had a frosty face-to-face with a member of the BPA this week regarding the endless ZZPS excuses for refusing to consider appeals and issue POPLA codes
My accusation was unfounded as she had seen lots of ZZPS rejections
By my estimate, even though POPLA hasn't been involved, you're spot on my timetable in Post #2
It's almost as if ZZPS knows that the notice will be timed out but wants to save its £27 "
as this is a railway car park and bylaws would apply only the TOC could bring charges , and within 6 mths
if this went to POPLa :
It's easy to spin these past six months :
Notice to Keeper earliest arrival : 4 weeks Total : 4 weeks
Deadline to appeal : + 4 weeks Total : 8 weeks
Indigo reject appeal : typical + 1 week Total : 9 weeks
Deadline to appeal to POPLA : 4 weeks Total : 13 weeks
POPLA decision : + 4 weeks minimum Total : 17+ weeks
Indigo allowed to resume : 4 weeks Total : 21+ weeks
Debt collector first deadline : 2 weeks Total : 23+ weeks
Debt collector second deadline : 2 weeks Total : 25+ weeks
Solicitor first deadline : 2 weeks Total : 27+ weeks
Solicitor second deadline : 2 weeks Total : 29+ weeks
At this point you can either wind up the solicitor with a few awkward questions or put him out of misery and tell him the matter's closedSave a Rachael
