    Here is my submission:
    Private parking companies.

    Most private parking companies exist to make money from motorists rather than to manage parking. They do this by making it as difficult as possible for motorists, especially those with disabilities, to abide by their rules. They then aggressively pursue these motorists for inflated sums and abuse the court system to scare people into paying. Most victims pay up just to make it go away, even when they did nothing wrong.

    This industry has been so profitable that the number of tickets issued, keeper details requested and court claims filed have increased exponentially since 2013, despite there being only a small rise in demand for private parking spaces. DVLA and the trade associations who are supposed to regulate this industry don't because DVLA makes millions from providing keeper details, and the two competing trade associations are in a race to the bottom to gain and retain members.

    The government recognises that problems exist but it seems to think that there are just a handful of 'rogue' operators who are causing these problems. In fact, 'good' operators cannot compete with 'bad' operators, who pay landowners large sums for the right to farm their customers or residents. Soon, there will be no 'good' operators left.

    I repeatedly used the term, unregulated, which I think everyone should use.

    I mentioned how the parking association lied to the government about the POFA easing the burden on the courts, saying how the opposite had happened and the courts are now swamped with parking cases. I mentioned the nefarious deeds of PPCs that had been caught lying in court, changing signs after an appeal had been made, doctoring time stamps on photos, breaching the DPA, the EA 2010, and as much as I could think of to help our case.

    I also mentioned that a keeper can be held liable for an alleged parking event even if they weren't in the car, and this is the only country in the world that allows this. Plus I mentioned that a certain Scottish MP wants to introduce this in his country to flood the courts there as well.

    We really do need to flood WHICH with as many complaints as possible to show them how bad the unregulated private parking industry really is. (See how easy it is to slip that word in.)

    I mentioned the scam of PPCs infesting hospitals and also residential estates, fining people for ordinary daily life at their own homes, under jumped-up 'permit' excuses.

    It was pointed out that PPCs have no interest whatsoever in achieving 'parking management'. Course not. It's the last thing they want, as the money chain would stop.

    And I mentioned credit clamping being worse than clamping was, and how there must be people who have yet the discover the CCJs being piled up by this parasite industry. More and more people will find these nasty surprise CCJs in 2018 and later.
