I expect the two meanings have become interchangeable, through misuse..
The straw in the mouth technique comes from annual hiring fairs, where the illiterate farm workers had to stand around waiting to make their mark on an annual employment contract. (They would be examined rather like a second hand car in an auction lot these days).
