There was a general change of terms and conditions on paypal in the last few months, I think a lot of changes were imposed then on the basis that people wouldn't check exactly what was different.
As I posted elsewhere ebay.com are also bringing in new rules regarding payment methods in january 2006, it might be worth keeping an eye on ebay.co.uk to see if they follow suit shortly afterwards. Those new terms on ebay.com will restrict other online payment methods and make it against rules to solicit for cash payments in the mail.

Having waded through loads of information on eBay and Paypal sites, I still can't find anything that suggests the possibility of any problems for personal account holders trying to take payments funded from a bank account without "upgrading". I have had another customer indicate that my account wouldn't accept her bank account payment, but the e-mail I received stated specifically that she had tried to pay using a credit card.
This mess really needs sorting out.0 -

The problem is that paypal is a US company and cannot differentiate between debit and credit cards. So if someone pays on a debit card with funds drawn directly from their bank account it still counts as credit card use, even though the sender sees it as a direct payment from their bank account.
For a basic account you can really only take paypal balance transfers to be 100% sure of not being asked to upgrade.
Are you also aware that your basic account has a receiving level, so if you ever really start to sell on ebay you will have to upgrade anyway.
For information about basic accounts I don't think it can be clearer than this:
Personal accounts, as the name suggests, have always been intended for personal use only, and are not designed to be used for business purposes. PayPal considers the receiving of funds from eBay, auction or website sales in excess of the Personal account limits to be beyond the normal level of personal use. By requiring Premier or Business accounts for all accounts that receive a large volume of payments from eBay, auction or website sales, PayPal ensures that all high-activity selling accounts are treated similarly.

If only eBay and Paypal explained things as clearly and honestly as you do, Soo!
As for the receiving limit, I was aware of it, it's £250 a month, which I don't anticipate being a problem for me in the forseeable future. I certainly don't habitually sell stuff to that value in a month, and if found myself approaching the limit in one particular month but didn't expect it to happen again, I'd just delay my forthcoming listings till the following month (which I know is taken from the date I joined, not the start of each calendar month).0
