And here I always thought that the bailiffs were the enforcers or was that Dirty Harry?

So I can get the bailiff to sling them out without order of the court then?

Only Clint Eastwood can do that without a PO. Anyone else needs the PO in order to enforce it.

No, the court "enforces" the contract, the bailiff executes the warrant.

There are some guidelines somewhere that councils should not put the (soon to be) homeless through the trauma of going to court and waiting for baliffs to turn up etc, when there is a clear obligation on the council to provide for them.

Unfortunately, many councils honour this in the breach, not the observance.
...much enquiry having been made concerning a gentleman, who had quitted a company where Johnson was, and no information being obtained; at last Johnson observed, that 'he did not care to speak ill of any man behind his back, but he believed the gentleman was an attorney'.

Really a correctly served S21, plus whatever is necessary to show the applicant is entitled to be supported by the council, should mean the council make a housing offer.

Should and yes there is case law to support that.. In the county i work the local authority accommodate at the expiry of a section 21 but in the neighbouring authority they do not until baliff's warrant is issued and expired, whilst this is wrong they get away with it in all cases where applicants do not know the law or do not seek legal advice therefore it is worth there while continuing with the practice.
